Crazy how people react for an issue with the clock app... It's.. useless, nobody's hurt for all I know.
I use Winget for years I never had this issue, appx or msix will refuse to install for multiple reasons... Messages evoke certificates with no CA available and thus invalid, if another version is already installed, or if your version of Windows is not compatible...
You had an issue it's a fact and it should be addressed, that's normal. But it looks like seems like an exceptional occurrence. Otherwise, nothing would work...
Then winget in my opinion is meant to install items from the winget repo... and it tends to fail fast. Winget downloads regular setup files, and it's up to this setup app to check the version of Windows or other dependencies.
Yett appx or msix do check this kind of things too. I couldn't find an exemple anymore, but a few weeks I had plenty of appx from telemetry that wouldn't install because of the incompatible version of Windows...
So, you experienced an issue with the clock app (which is not the cornerstone of the Windows kernel), you report the issue, take contact with people here, it's the good reaction and what people should do. 👌
But once again, nobody died and there is no reason to demand a fix immediately, or to declare something is flawed etc. Please, people in general, not personally against you, no need to use such a vindicative tone, Serenity should prevail, it's better for everyone, especially for people who are here to help here to help voluntary 
I was helping on an issue where handles to resize an image in new Outlook had a bug... 50 peoples were persuaded it was a design decision (they never heard about Occam's razor), I kept saying it's just a bug but no... they didn't think it was, an group effect is terrible in those cases (plus, there were like 10 workarounds...) so I ended up debugging it myself in the end, and it was just a bug... yet people were acting like their world had collapsed, and there are pages of rude and inappropriate comments... and my posts were all downvoted... Writing software is hard, harder than people think, and helping on forums not always efficient... but we're here to help...
