Sadly there is currently no other way than using a 3rd party tool which possibly violates your EULA because Store for Business doesn't offer offline-downloading any more and winget currently does not work for several Win10-InBox-Apps.
So please Microsoft provide a working replacement!
winget looks really promising and could be a working replacement, but as I explain in detail on my example "Windows Clock" (see my very first comment above) it does NOT provide the needed Package-File for Win10 but just downloads a load of Package-Files of old Versions and Win11-Versions, but not the latest Win10-Version. So this is useless if you try to download the App for Win10 for using it as Offline-Servicing InBoxApp-Source.
