i dont understand why microsoft doesnt even say okay how the procedure works after 3 weeks of searching a collegue of mine found this article here :

for all TL/DR : c:\windows\system32\IntegratedServicesRegionPolicySet.json search for : Automatic app sign-in remove under disabled your region . Reboot DONE!
It might be that only this regkey here needs to be set to US or something outside EU HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Control Panel\DeviceRegion DeviceRegion (DWORD)
