This probably depends on the industry you work in. I was working in a public sector (not exactly government, but close). Eastern Europe, post USSR block. Although young and more tech savvy employees were coming more often, but the bulk was just like that. And you can't just fire all of them and get good employees. Nobody wanted to work this boring and low paid job. So you had to work with what you had. Heck, you send a link to a live translation and add a comment that you have to use Chrome for it and still get calls about it not working, because they just clicked on the link without bothering to read the actual message. Then there is a general culture in the company/organization. You might be as forward thinking as you want, if you want to start looking for a new job or you should work within a company execs tolerance level between "it should just work" and "just use the right browser"..
