Does Dynamic Update look to system settings to detect a proxy server to contact mentioned endpoints: 

  • https://fe3.delivery.mp.microsoft.com/
  • http://tlu.dl.delivery.mp.microsoft.com/

Or they should be only accessible directly without proxy?
