Evolving the Microsoft Store for Business and Education

My main concern is:

 

* We don't want users going to the public store and downloading apps like Need for Speed.

* If we block the public store without the Windows Store for Business, no apps are available.

* We cannot publish apps in Intune with the public store blocked.

 

How do we allow the subset of approved applications without giving the users full access to the store?  There doesn't seem to be a way without the Business store which is going away.
