Why are you forcing people to use Arc just two weeks before the EOL date? Some people don't have Azure, some people prefer the capex model of buying 1 years worth of ESU instead of paying monthly via Azure. For some, the Azure Arc licensing model is far more expensive than the previous way of purchasing ESU (Academic licensing)

It's not just air-gapped environments, some people might not want more agents installed on their servers. Azure Arc is one more portal to learn and monitor, one more thing that needs agent updates. You literally added this ESU feature to Arc at the end of Sept and you're forcing people down this path when they already had solid plans for purchasing ESU like normal.
Might i suggest that for Year 1 of ESU, you let people choose what method they wish to use, let your customers have the first year to plan for Arc deployment for Years 2-3 - Dropping this change of function on the actual EOL date is extremely bad practice, just let customers buy ESU MAKs and have the flexibility to deploy as they see fit.
