Windows computers with Adobe Reader include an Active X component for IE which let you open in them in the browser. If you find yourself needing to open these types of PDF, you can download them and open in Adobe Reader. In my organization we have several lines of business using this type of fillable PDF and IE Mode was not an option because the platform on which they were hosted would not support IE Mode. Ultimate we had to educate them on how to download them and OR set their preference in edge to automatically download them and open in Adobe Reader. This ended up being a good thing because this, along with the fact that these documents can't be opened on mobile devices, caught the eye of leadership and now the purpose these docs served originally has been replaced/modernized in other ways.
