You are not wrong and you can sync the WSFB apps to MEM and deploy via Company Portal on Windows 11, which is what we have been using
However - I've had real issues not being able to check/trigger for updates. I reached out to MS support, after much time, ended up with this response (please let me know if you want the case number, as I've redacted that and the agent names). We ended up reverting WSFB apps to standard win32 apps just because the updating was so unreliable and MS declined to support us. So the small print, you can do this, but if it doesn't work then you are on your own.
