I would also recommend you rethink your BackgroundQoS setting, which you have set to '64'. For the time being, I'd remove that value and see what results you get with the default, more on that one here, Delivery Optimization reference | Microsoft Learn.
If you only want to use MCC, and not peers, change your Download Mode to '0'. This will perform hash checks to verify the content, but not use peers. Also, the 'Delay' configs you're using indicate that you want Delivery Optimization to try to find peers before using the CDN, there are similar ones for delaying using the cache server called, 'Delay cache server from HTTP'. If you're not interested in using peers, I would remove the 'Restrict Peers By' policy. Try that and see if you can get beyond the error.
