I have some test devices targeted (Including my primary device). Policy settings are set (confirmed that catalog profile has deployed to endpoint) and even though the notification log shows "Times shown" at least once (which I would tend to understand as "notified to user") - I have never seen any notification popup on my screen.
I have also toggled the Block / unblock messages from Microsoft as per instructions..
Decide whether to block messages directly from Microsoft, while allowing admin messages to display: Switch the toggle to Allow to allow both Microsoft messages and organizational messages. Switch the toggle to Block to block Microsoft messages and allow organizational messages.
Will continue to evaluate and hope to see a notification sometime this week.
