Tabs in Notepad and screen recorder are not disruptive, but you communication is very confusing. It was really hard to grasp what would be disabled (dormant) and what is not. It's like "hey, there is this control, but we are not using it yet for any new feature". Maybe then do not release or post about it. I was mentioning Notepad and search because i was looking for some indicator that would show that new control feature is active or not. It seems that there is no such indicator currently.
We want to be able to control which features are being released to our users and when. I thought this control policy would work for us as ll features would be dormant and only enabled when we push enablement package at the end of the year. But now it seems we don't have any control anyway. So, if something as disruptive as News widget on Windows 10 is released, we have no way to not push it to our users for the time being until we have tested disable policy and all side effects. Also, seeing how filtering in Task Manager works (overlapping text from multiple processes) and how barebones tabs are in Explorer/Notepad, it doesn't feel a good idea to push unpolished, work in progress things to users right away.
