After installing KB5025221, the April 2023 security update for Win10 22H2, I had problems retrieving the legacy LAPS PW. I uninstalled the legacy LAPS MSI which was previously installed on the device and it took 2 restarts to start working again (but it did work). I once again retrieved/reset the Legacy LAPS PW.
After uninstalling the legacy LAPS MSI, all the events in the Windows LAPS Event Log had useless text like this:
The description for Event ID 10033 from source Microsoft-Windows-LAPS cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.
If the event originated on another computer, the display information had to be saved with the event.

The handle is invalid
I figured uninstalling the MSI messed up some dll files somewhere so I did the following:
I ran sfc /scannow and it repaired some files.
Two more reboots and the event logs are once again readable.
