I understand it could be complicated to carv out exact amount of video memory, but overprovision of users opens a can of worms when users can get used to higher amount of resources and then complain that experience has degraded, although they are now on license baseline. MS is probably glad to have such technical limitation as it opens a door for users to request higher license to get back to expected experience..
