The Visual Studio Shell is available for Visual Studio 2015. It is not available for Visual Studio 2017 and later versions.
As for dark mode, I'm definitely not suggesting implementing a third-party solution, but rather working with miketv on an official implementation. Microsoft has done this before to great success, with a great example being working with James Newton-King to use his specialized knowledge from creating Newtonsoft.Json and applying it to .NET's built-in System.Text.Json. The feature gets delivered faster and probably smoother, the community feels valued because you included them in the process, and your backlog doesn't take as much of a hit. Everybody wins.
