Updates to SharePoint self-service site creation

If you're in an organisation that isn't self-service orientated this is like nails down a blackboard. Where's the soothing benevolent dictator mode where IT and the business can create sites when appropriate and hang them within their desired information architecture? My concern is our information strategy goes from resembling neat drawers to something resembling a teenager's bedroom.
