As you have found, the HTML mark up is removed from the ProjectData reporting API - this was a change made a few years back: https://pwmather.wordpress.com/2016/05/30/projectonline-odata-reporting-api-updated-to-remove-html-tags-office365-bi-excel-powerbi/ As mentioned in that post, you can still get the data with the HTML mark up but you will need to access a different API. Some examples for accessing this data can be found below:
