Could you please check the below setting in M365 and lverify if Project for the web is on or off.

  1. Navigate to Microsft 365 Admin center
  2. Click on Admin tile
  3. On the left pane click on settings > Org settings.
  4. Search for Project and check if Project for web is turned off
  5. If it is turned off, then user would only see Basic tile when user click on new plan in team app.
