Correct, there are only dependencies in a Premium plan. Normal 'core' Planner plans don't have (and have never had) dependency capabilities. The good news is that only the 'owners' of the Premium plans need a Planner license (1 or 3). A team member assigned to a task can go in and see the schedule (including dependencies), and has the ability to update progress on their tasks only. Think of Premium as the 'service', users can be owners or team members, as long as there are dependencies in the plan, anyone playing either role can see them. Standard finish to start dependencies use a Plan 1, if you want 'expanded' dependency types (Start to start, finish to finish, finish to start) and lead/lag on tasks, that functionality is paywalled via a Plan 3 license.
