Hey there! Fellow member of the Planner team here - you asked "If a plan is created using premium features, will everyone with task assignments within the plan require a premium account in order to update status/comment, etc?"
We're currently working on a feature that would enable Microsoft 365 users to collaborate and perform any 'basic actions' (e.g. anything they are able to do in Planner Basic) in premium plans. The idea is that if you have a premium license, you shouldn't have to worry about the licenses of your colleagues to be able to start working on a premium plan.
