From the IT side, I see these as pre-req/screening questions for any business tool: how is it updated, what is the DR plan, how do you back up the data, etc. Exchange, SharePoint, OneDrive, etc. all have mechanisms for this (multi-stage recycle bins, versioning, etc.), so Planner is a very unusual outlier.
For what it's worth, my org would love love love a To Do-/Outlook-integrated, substantive yet simple team task tool that isn't full Project ("we're not building a nuclear submarine" was one colleague's comment). Actually, I see a place for P4W/Planner Premium in the mix, but Planner lacking a recycle bin (or better, versioning) is really the one thing preventing adoption of any of these tools.
