This is looking very promising and a useful move for Planner. 


From my understanding from this blog and the information available on the Planner support pages users with a Planner 3 licence will enjoy the ability to group plans into portfolios to see unify roadmaps and tasks in one place. But Planner 3 licence will provide not addition resource management capability (for example see a person's workload from multiple plans), this will be a feature for those with the Planner 5 licence.
