Technically, in my opinion, there are no wind back instructions as Microsoft hasn't allowed any options to do so. So far, the only thing that would allow you to put the icons back in their original location is apparently a Registry Hack. Personally, I don't like Registry Hacks because first, Outlook would now not be functioning as per its documentation and second, a Registry Hack isn't necessarily permanent. The Registry Hack could be lost for probably a number of reasons such as an update rewriting the Registry without the Registry Hack in it. This would mean you would have to potentially do the Registry Hack multiple times.
However, if you insist on it, there are multiple places throughout this Forum Posting where other Posters have described how to do the Registry Hack.
Again, in my opinion, the only solution is to for Microsoft to roll back the change and/or add an option to place the icons where the Application User wants them. Many people on the Forum associated with Microsoft seem to indicate the best way to express this desire is to give Feedback through the Outlook Feedback function in Help.
