jcm48 I am going to repost your comment. It worked perfectly for me. The instructions were exact and easy to follow. The only question I had was what to do after pasting the code line. I pressed "enter" and it accepted the code and I closed the command box. Reopened Outlook with no TARDBAR.
Here's my query: Microsoft knows that they made a huge mistake with the TARDBAR on the left, so they created this fix. It's not like they have to hire some more paste-eaters to figure out how to make the TARDBAR go away, they already have the fix. All they have to do is let USERS decided where (or if) they want the TARDBAR. I don't want it ANYWHERE on my screen. It's totally USELESS. I will NEVER use it. Why can't MS give users the option to place it on the left, bottom, or in the TRASH?
The TARDBAR on the left is like the spare tire for an auto. Most likely, you will find yours in the trunk. Then Microsoft comes along and forces you to strap the spare tire to the hood of your car. It's in the way, it's UGLY, it's distracting, and there is UTTERLY no reason to move it from the trunk to the hood. The only difference is that the spare tire can be useful. The TARDBAR is completely USELESS.

I have no idea if this will help anyone but me...but even the Registry fix that was suggested previously didn't work for me, so I followed someone else's suggestion and contacted my college's IT department. (MS 365 is provided to all faculty for their home computers.)
The IT tech said he found a Powershell command to create a registry value that might work...and it did!!
If all goes as well for you as it did for me, the next time you open Outlook, the Taskbar will be back at the bottom left!
