SteveBerkholz new UX comes with user frustration about things we have trained muscle memory for decades.
You can read / view one email and writing another at the same time.
On the top right you have the ability to open an email in a different tab. As usually with tabs you can also choose to drag them out of your browser or in a different browser session and so on.
If I recall correctly doubleclick on an email will do the same.
New / unsent email are organized in tabs on the bottom. This is uncommon but I got used to that.
You can switch and tab through everything quite easily. Windows 11 feature to snap and arrange windows when dragging them to the middle top of your screen, helps to get things organized quickly. if this is not enough Microsoft PowerToys (winget install Microsoft.PowerToys) can generally improve the inbox experience here with their feature Fancy Zones, but that's entirely optional and unrelated to the Windows and the new Outlook experience.
