Yes, you can see in the mini card box what Outlook captures from my voice -- I did say "Email Adele about the Budget meeting...".  That was sufficient detail to deduce the email should be "about" the Budget meeting and populated the Subject line with it.  If I only said "Email Adele that I'm running late" the subject would likely be populated with "Quick Note".
