Don't waste hours debugging like I did before referring back to this article!

 

If you forget to add:

<DeviceCapability Name="serialCommunication">
  <Device Id="any">
    <Function Type="name:serialPort" />
  </Device>
</DeviceCapability>

You will receive the following exception: System.IO.IOException The requested lookup key was not found in any active activation context.
