Hello, modification packages are for customizations, not for full applications like SQL Server, so they wouldn't be a good fit for this scenario.

I'm not sure SQL Server is a good candidate for MSIX packaging, due to the complex setup requirements (the whole configuration of the SQL Server instance is done during the setup and not at runtime). However, I confirm that, if you want to give to SQL Server packaging a short, you will need to package it using the latest Insider preview of the MSIX Packaging Tool (which supports services packaging) and of Windows 10, since services support has been added in 20H1.
