No need to setup explicit private end point for data transfer using sFTP.  1) Make sure that outboud sFTP connections are allowed from your organization Mainframe. 2) For  test purpose configuration Azure storage account with Public network access as Enabled from all networks. Please note this options is available under Security + Networking --> Networking --> Firewall and virtual networks.
