I just realized that setting the source database to read_only and using a database snapshot is only a recommendation to ensure that no activities occur while the data is being migrated. I was able to successfully run SmartBulkCopy and just now awaiting for it to complete.

Thank you for sharing this document. I'm just a little bit confused about how to use the SmartBulkCopy to migrate a database from a SQL Managed Instance to an on-prem server.  The https://learn.microsoft.com/en-us/samples/azure-samples/smartbulkcopy/smart-bulk-copy/ document states that the source database must be from a snapshot or from a database that is set to Read_only. Both are currently not supported by SQL MI. Is that not right?
