I'm not exactly sure what you mean with your question.

We will have a mechanism for getting freshly out of box devices properly updated to be ready to take the firmware update.

If the device is one that is not leveraging Intune, it can still take the firmware update. In this case there is no need to create enrollment profiles or AOSP policies. Admins simply take the firmware update in TAC like any other.

Yes that is correct. If this is not done, the devices will eventually fail to sign in due to the lack of Device Administrator.
