The meetings migration service will kick off within a few hours of changing a user to teams only with this checked. It may take a bit longer with provisioning being slow than normal due to COVID. Another key point is to make sure that this change is at the user level and not at the tenant level. When set at the tenant level, user's meetings are not migrated.
Since you did set this at the user level, I would check to make sure that there was 24 hours since the change for the meetings migration service to kick off. If it still has not done so, a Microsoft Support ticket would be recommended to be opened. I hope this helps!
