To use the report, you'll need to select a Target OS and Scope using the "Select target OS" and "Select scope tag" links. Clicking these will open flyouts where you can select your desired settings. Then, click "Generate report". Report generation can take several seconds. 

You'll also want to check that all of the-preqs are met, such as having Windows diagnostic data enabled in processor configuration for your devices and the appropriate Intune roles for your account.
