They won’t be included in E3/5 if im reading this correctly. E3/5 customers will be able to obtain the “Advanced Intune Solutions” premium plan which contains all of the add-ons in a bundle at a discount. However if you just want individual add-ons you can buy them separately.
“We will offer this new cost-effective, premium plan to subscribers of Microsoft 365 E3 and E5 or any plan which today includes licenses for Microsoft Intune.
The individual solutions will continue to be available as standalone add-ons, but the new plan will be available for less than the sum of all the add-ons; meaning you can do even more for less.”

As others have stated E5 is the premium license and everything should tier down from that. This is a mess.
