Will these additional capabilities be added to existing license holders? If we were to renew before July, will we still get the added features?

    Yes they will, they are not tied to a renewal. Microsoft will roll them out 'real soon' as their capacity allows. The July 1 date is for the price increases, not the feature release to the E3/E5 SKUs.
