I don't think it's ever been unclear: it's pricing, that simple. Cloud services cost real money to operate. Unlike in the on-prem past, where it cost $0 to give software away to EDU, it costs very real money to support these services. As such, EDU SKUs will always lag behind so that MS can first figure out how much it actually costs to run, and when they know that they can then internally argue about whether it's worth taking a loss on. Sometimes the answer will be no, sometimes yes.
