Just like that (as usual), I realized soon after my question that I was using the Configuration Designer in an App Configuration Policy, not a Device Configuration Profile.  Once I switched over to the Device Configuration Profile, the interface suddenly looked just like the one you shared here.

So please disregard, and thanks again.
