The only comment that I have is for the SSMA team. Why not handle all this within the application.. include the run-time components or "auto gather" the correct run-time in the install process. The application by it's name relies on Access yet it can't stand on it's own or use the installed instance of Access? If there are technical reasons for why it can't use the installed Access instance then you as an author you should be handling this case and guiding the user with correct resolution path with info which is collected from from the system (either at install or on-run). Basically you should automate what is outlined above.
It's is a pretty bad experience as it is.
