I'm in the same boat as most of the people here. We need local storage.

We need an answer - We need to know. Its common decency. As mentioned here: "Can you be honest and tell us that regardless of how many people stop using the product or complain, the local storage option is not up for debate?" by Jason Crider
And telling us as you did below is not an answer:

None of OneNote's modern apps support local notebooks, so we recommend using OneNote 2016 for now. To be clear though, notebooks stored in the cloud are still available offline, since we keep a cached copy on your device. For more details, please check out the FAQ."
We are ALOT of people sitting here and we have built our processes and documentation into OneNote on prem. But we need to know if it will stop being an option so we can look for an alternative as this IS in fact a deal breaker for us. I think most of us could embrace the new one note app with a little tuning and tweaking, but if you force us in the cloud you lose people in my opinion.
