I'm not trolling Lee Drake. I am just looking at what I have installed here. Windows 10, SQL Server 2017, Office 365, Evernote, Microsoft Teams, Chrome, Power BI, Notepad ++.
Of those, Power BI and NotePad ++ have installers that would let me install offline assuming I have the EXE/MSI file, but only Notepad ++ would even run. All of the rest require online access to install and get going, and more than a few require routine online access to work.
I do think it is a extreme to say the least that there is a percentage of people substantial enough for a software developer of a generally commercial package that is designed primarily to work online to warrant the development costs to allow the software to function on a remote location where there is no internet access for many months at a time.
But I could be wrong. Maybe a "Desert Island Edition" makes sense for the broader market.
