OK I'll give you another scenario. User has a OneNote notebook in their personal OneDrive. They wish to transfer this to another account - say OneDrive for business. Or, as I just did for a client, they want to take an existing notebook from one ODFB account on one domain and copy it to another ODFB account on another domain. Nope. Right now you import/export that notebook using OneNote2016. Export it to a local disk, import it into oneNote2016 on a remote system then move it into the user's oneDrive or sharepoint on their new system. Easy peasy. Except there's no mechanism to do this in the current OneNote for Windows app. It has no import export function. The only move you can make is between notebooks you already have access to or created in oneNote. Move/Copy doesn't even let you move notebooks between accounts - there's no mechanism for that.
