Things like searching across note books already are included. Searching Tags was announced in this blog post as under development. For those reading about the upcoming changes (at year time scales) this post highlights what is functioning (searching across notebook), what will come (tag searching) and what won't happen (local notebooks) so that users can plan for the next few years. In the case of local notebooks, I believe people have until 2025 to keep using the w32 version of the code (and after fully unsupported).
As the new version is not fully developed, no one is being forced to do anything right now.
