Shared Computer Activation for Office in Microsoft 365 Business

at one of our customers we have the problem that we can not install a Terminal Server capable Office version with M365B licenses via the ODT.

The actual installation is successful, only when starting the products it is pointed out that they are not suitable for shared computer activation.
As an administrative domain user, we run the following cmdlet "setup.exe /configure configuration_install.xml" and then log in with a licensed user. Then the message appears.

As a workaround we now had to use O365 E3 licenses.

How does the Office package need to be customized to run M365B licenses on a terminal server?
