When I use Surface Slim Pen 2 to take notes on my Surface device, the latency of the UWP version is much smaller than that of the Win32/Office version. On UWP, the handwriting almost perfectly overlaps the pen tip. There is a horrible disconnect between the handwriting and the pen tip on the standalone OneNote when swiping the pen tip quickly. This creates a noticeable gap in the writing experience.
The root of the bad impression of the Surface Pen and the perception that it has a large input delay and cannot compete with the Apple Pencil comes from such software like OneNote (Office). In contrast, the UWP version performs extremely well.
If you are going to kill UWP, please make sure that the pen input latency of the unified OneNote can reach the level of the UWP version. If even Microsoft's own software can't guarantee the best writing experience, it would be a shame and continue to undermine Surface users' confidence and desire to buy. It makes the constant upgrades of the Surface Pen look like a complete joke.
