Deleted No, if the end user is homed in the default/ home Geo they should not need a Multi-Geo licence, only those that you want to set a Preferred Data Location (PDL). The default / home user will still be able to search across Geo-separate SharePoint sites and access the data as their permissions allow.

Note that the Multi-Geo Capabilities in Office 365 plan is a user-level service plan. You need a license for each user that you want to host in a satellite location. You can add more licenses over time as you add users in satellite locations.
