But then all other apps do show up even if they are "just another app". PowerBI Free shows up, PowerApps and Logic Flows show up, PowerAutomate Free shows up, CDS shows up, Information Protection and Governance Analytics shows up (even though it assigned at the org level and can't be assigned per user), Insights by MyAnalytics shows up, Bookings shows up, Power Videos Basic shows up, Microsoft Search shows up (even though it assigned at the org level and can't be assigned per user), Nucleus, MDM, and so on... Every app or service as part of M365/O365 license shows up irrespective of its status!!
What is so special about "Visio for the Web" that it is not "expected" to show up??
