Third, Outlook has nothing to do with attachment sizes - that's a server-side function of the provider and it's up to both the sending party and recipient party to support it. Historically, email has not been a great candidate for sending large attachments. It's a technology that was created in the 70's when attachments weren't a thing. Nowadays it can be done, but there are still other systems that are better suited for transmittals of large documents, such as OneDrive.
