As you may know, Company Communicator was created as an open-source Microsoft Teams app, enabling message authors to reach users via general channel posts for a given team, to individual users, or to all Teams users. Unlike Company Communicator, Organizational messages (preview) is designed natively in the Microsoft 365 admin center for authors to create and manage messages, reach users via Windows and additional Microsoft 365 surfaces, including Microsoft Teams. Organizational messages in Microsoft Teams appear as in-product popovers rather than channel posts. Regarding costs, during the public preview, there are no licensing requirements to use the available features of Organizational messages in Microsoft 365 admin center. However, licensing requirements may change in the future.

Regarding targeting in general, Organizational messages (preview) in the Microsoft 365 admin center has powerful targeting available now, allowing authors to select from their company’s user groups. In the near future, we intend to provide additional capabilities for authors to define recipient audiences of their messages. Separate from targeting, we’re currently evaluating scenarios for allowing admins to deliver organizational messages to mobile experiences; we’ll keep the community posted on any developments. Regarding emergency messaging, we are excited to note that the current preview experience of Organizational messages in the Microsoft 365 admin center already provides admins with the ability to create ‘urgent messages’ that deliver to Windows 11 channels.
