I've always found comments to be working fine. I was able to easily make, resolve and delete them.
I was able to add a comment in text windows.
I was able to ADD EQUATIONS IN COMMENTS.
It was delightful.
Now, to make a comment I usually have to:
-add a comment
-be skipped to the previous comment I was writing but forgot to post, since I didn't press a special button/key combo
-post the previous comment
-spend more time to go back to the point where I was intending to place my **bleep** comment
-add my comment
You want to place an equation in your comment since you're a researcher and often make use of them? Forget that!
You want to highlight part of your comment with a different color, font or whatever? Forget that!
You want to suggest a change in the text, using the same formatting that the document is in, so that someone later can eventually just copy/paste your suggestion? FORGET THAT!
Those were ALL things that were possible earlier, and I've NO IDEA of why they had to cripple this simple feature the way they did.
