If you buy a cheap key, will it work? Possibly. Will it entitle you to a legit licence? Unlikely (because, at its simplest, volume licences are not supposed to be unbundled and OEM licences are not transferable from another m/c, and they won't be retail versions at that price, at least this early in the life cycle).
The only way is to buy a key from a bona fide approved MS seller/reseller/refurbisher, and they will charge considerably north of €20.

And on a point raised earlier by someone about whether the retrogressive comments will work their way into earlier perpetual licensed versions of Word, I'm sure I read somewhere that feature updates would not be part of the perpetual licence version for Office 2019 and that only security updates would be applied. AFIK, Word in Office 2019 did not have those pesky new comments on release, so it won't get them in that case. If that's true for 2019, it will be true for earlier supported versions too. That can't be guaranteed with Office 2021 and beyond.
